The Villarreal defender has passed his medicals at United according to Sky Sports.
Reports surfaced over the weekend that United were close to agreeing a deal for the 22 year old centre back, a news club official Fernando Roig Negueroles didn't dispute.
The club official further opened up that the club wouldn't stand in the way of the transfer once all the parties involved are happy.
The Ivorian would be joining for a fee in the region of £30m and would be Mourinho's first signing as United manager.
Bailly joined Villarreal from Espanyol in 2015, for five £5m.
United still have a number if targets, and another top target is striker Zlatan Ibrahimovic.
The Swede's big announcement on Tuesday was about his clothing line.
His contract with PSG officially expires at the end June, and the 34 year old will forfeit up to £4m if he signs or announce a deal with any club before then.
That may be the sole reason, he hasn't announced his new club.
