The Portuguese tactician is believed to be in advanced talks with United about talking over from Van Gaal.
Daily Star is reporting that the former Chelsea manager will get up to £300m to buy new top class players when he arrives.
Van Gaal has already spent close to £250m in his two seasons at Old Trafford, and United are currently on the verge of not qualifying for next season's Champions League.
A United source said: "If Jose comes in he will be given whatever it takes to make United the best again."
United have been linked with players such as Neymar, Muller, Varane, Gareth Bale and others.
